The dust cover is the panel that closes the bag compartment, and this is the blue cover assembly for the Titan T3000 upright, part C283-5000.
Its only job is to seal, so a cover that has cracked, warped or lost its latch shows up in two ways at once. Suction falls off, because air is being pulled in around the edge of the cover instead of through the bag, and a fine layer of dust settles wherever the machine has been working, which is the exact opposite of what you were doing with it. A cover that will not latch also lets the bag shift off its collar, and that is how bags tear.
A replacement cover puts the compartment back to being properly closed, and the suction returns with it.
