Hoover part 440004130 is the roller lifter assembly from the WindTunnel 3 Pro nozzle, the moving assembly that carries the roller and holds it at the correct height against the floor.
It lives in the dirtiest place on the machine. Hair and thread work into the ends of the roller and load the mechanism, grit gets into the pivots, and eventually something binds or breaks. What you feel is a nozzle that has gone stiff or noisy, a roller that no longer sits evenly on the floor, or a machine that suddenly picks up far less on carpet than it did.
