Part AC64BBYLZ00 is the upper handle tube for the Panasonic MC-UG383 upright. It fits a wide run of related machines: the MC-UG371, MC-UG371-00, MC-UG383-00 and MC-UG383-02, and the MC-V5005, MC-V5005-00, MC-V5005-01 and MC-V5005-02.
The tube is both the part you hold and the part that carries the wiring up from the body, which is why a crack in it matters more than it looks. Handle tubes break at the lower mount after years of being leaned on and pulled around corners, and a machine that has been hauled up a flight of stairs by the handle finds that weak point sooner.
A handle that flexes noticeably or shifts as you steer is already failing. Route the internal wiring carefully as the new tube goes on so nothing is pinched when the mount is tightened.
