Part SCFE1 is the electrostatic filter for the Sanyo SC-800P, also cataloged as SC-FE1. Rather than trapping particles purely by sieving them, the media holds a static charge that pulls fine dust out of the air as it passes through.
That charge is the reason this filter should be replaced rather than rinsed. Washing it strips the static, and what goes back in is a piece of loose media that filters far less than it did, so the vacuum starts putting fine dust back into the room while its owner believes the filter is clean.
The usual signs that it is due are a drop in suction and a smell that lingers after vacuuming. Seat the new one squarely in its housing so no air bypasses the edge, and plan on changing it every six to twelve months depending on how hard the machine works.
