Height adjustment on the Titan T3200 turns on a shaft, and part B283-5600 is that axle: the pivot the mechanism uses to raise and lower the nozzle over the floor. It fits the Carpet Pro CPU250 and CPU350, the Fuller Brush FBEZM and the Simplicity and Riccar S20EZM as well.
The setting it controls is the one people notice most. Too high and the brush roll never reaches into the pile; too low and the machine is a fight to push and the roller loads the belt. When the axle is worn or bent, the head stops holding its setting — it sinks under load, or the adjustment feels loose and vague and the nozzle sits at a different height on one side.
A new axle gives the mechanism something solid to turn on, so the head stays where you set it.
