Part 1606498 is the wheel axle from the Bissell 80R4 deep cleaner, and it also fits the 47A2 and 36Z9. The axle passes through the body and carries both rear wheels, holding them square so the machine rolls where you push it.
A full carpet cleaner is heavy, and that weight sits on this one shaft. Once it bends, or the ends wear oval, the wheels toe out, the machine wobbles or drags to one side, and you end up steering it instead of cleaning with it. In the worst cases a wheel works its way off the end entirely.
With the axle out it is worth turning the wheels over and looking for flat spots. A seized wheel is usually what bent the axle in the first place, and it will do the same to the replacement.
