These are the agitator brush inserts for the Panasonic MC-5501 upright, part AC78RTEZ00 — 12 inch strips supplied as a 2-pack, which is what the roller takes.
The inserts are the bristle rows themselves, held in channels along the brush roll, and they are the wear item rather than the roller. Bristles shorten and splay with use until they no longer reach into the pile, and the machine starts skating over carpet: it sounds right, the suction is there, but pet hair and grit stay put and the pile does not lift.
Replacing the strips renews the agitation for a fraction of the cost of a complete brush roll and takes only a few minutes once the roller is out. Check the roller's own bearings and end caps while it is on the bench, since a worn roller undoes new bristles quickly.
